Dutch people do not go to a coffee shop to just have a coffee. Although coffee shops do sell coffee, cannabis coffee shops also sale cannabis and hashish for personal consumption, which is tolerated by the local authorities. When you are 18 years or older, you can buy ready-made joints or stuff to make your own.
It is not a problem to go into a coffee shop; you will find all kinds of people sitting around in a friendly ambiance. Using soft drugs is not forbidden, but dealing most certainly is!
